OK, here's a thought: what about using Google translate to put a comment under that video asking the person who put it up if they have any more information?

Judging from the costumes, I would say Georgian. In addtion, there is a Georgian folk band called "Bani".

they are Georgians. Jgufi Bani is the name of the lead singer (Bani band ) . Rachui (the dance of Racha, a region of Georgia) is the name of the dance music (song, let's make it easy) you see in the video. Probably you won't find it as an album, because some of those performances are staged for Eurovision song contest (a wider version nowadays) and Bani is one of those.

I'm with you there. If I were going to do it, I'd probably do it using Tor. Just thought it might be a possibility.
